Партнерство для модернизации требует общих для всех правил: договорное право, обязательственное право, гарантии собственности во всех ее проявлениях от денег и заводов до инноваций, независимость судопроизводства. Партнерство для модернизации - это не идти за кем-то, не догонять кого-то, не идти рядом, а идти навстречу, так сказать глаза в глаза, а это возможно только при наличии доверия! Существует ли у европейского бизнеса доверие в защите их материальных и интеллектуальных вложений?

Kevin Tait -  The complete details of Partnership for Modernisation still need to be clearly defined in terms agreeable both to the EU and Russian Federation. However, the EU is very much interested in increasing the amount of business that EU companies do in Russia.  Indeed, in this regard, the EU is the most important investor in the Russian Federation.  It is for this reason that the EU has argued so strongly for Russia's accession to the WTO (if you look at our orginal PCA from 1994 - you will even see a reference to EC support for Russia joining GATT!) .  Why is the WTO so important to us?  Because our businessmen look upon it as a guarantee that recognised rules and regulations will be respected, that they can invest their money in Russia with safely and soundly.  Hence, European business' trust in Russia would be given a large boost with Russian WTO entry.

 

Путь на модернизацию предполагает и разработку инноваций на нашей территории. Существует ли законодательная гарантия, что собственники объектов интеллектуальной собственности будут защищены и во-вторых, в России отсутствует опыт венчурных фирм, кто же тогда будет рисковать своим капиталом и репутацией?

Kevin Tait - To continue from your first question, the WTO offers guarantees on the defence of intellectual property rights, which would, of course, act as a further stimulant to investment.  While Russia might lack the experience of venture capital, there are quite many European business ready and willing to do business in Russia and have already staked their capital and reputation in the Russian market.  The strengthening of the rule of law in Russia would only increase the number of those willing to put their capital forward.

 

На мой взгляд, отмена визового режима на сегодняшний день преждевременна. Как Вы думаете, может для начала стоит упростить перемещение для интеллектуального капитала? и модернизация как раз будет этому способствовать?

Kevin Tait - We still have a long way to go before the introduction of a visa-free regime. The increase of people-to-people contacts, such as through study programmes, business training programmes, etc. already form part of the EU's (and our Member States' own bilateral relations) with Russia.  Hence, increasing such contacts will most probably from a part of our Partnership for Modernisation with Russia.

 

ЕС в прошлом году объявил программу "Восточное партнерство", куда включены постсоветские республики Европы, за исключением России. Между тем, российский МИД весьма настороженно отнесся к данной инициативе, а ряд экспертов считают, что данная программа способна навредить существующим интеграционным процессам в рамках организации СНГ и ЕврАзЭС. Насколько, на Ваш взгляд, обоснованы эти опасения, есть ли перспективы включения в данную программу России?

Kevin Tait - First and foremost, our Eastern Partnership programme is a way for the EU to get to know its neighbours that border the east of the Union.  Remember, the EU is a relatively new actor in former Soviet space and a real increase in our activities only occurred after the enlargement of the EU in 2004 and 2007 respectively. So we still are getting to know our own neighbourhood, for example, we still do not have a full embassy in Minsk even though Belarus borders Poland, Lithuania and Latvia!  Eastern Partnership is not meant to hinder any intergration processes through the CIS or Evrasec, but channel through which our neighbours can become better acquainted with the EU.  The EU is ready to consider Russian participation in certain aspects of the Eastern Partnerhsip - however, we have just started the programme - and such an expansion of the programme's scope will only be possible at a later date.

Kevin Tait - No, the EU is not currently looking at expanding the Union to any post-Soviet republics

Kevin Tait - Russia can best fit into community of European values through its role as a responsible member of international community, making a positive contribution to the functioning of all-European institutions such as the Council of Europe and the OSCE. The EU believes strongly that Russia has a key role in ensuring the security and stability of a common Europe.

Kevin Tait - We are just in the beginning of founding our common vision of what Partnership for Modernisation means.  Practical steps are in the process of being defined but the desire to co-operate exists on both sides.  Russia has a lot to offer Europe: not only does Europe rely on Russia as a responsible global player but we are bound to each other through interdependence.  It is this inderdependence that we have as a foundation for our further work on Partnership for Modernisation. 


Применимо ли европейский политический менеджмент к российским реалиям?

Kevin Tait - If European political management means how Europe does its daily business, then the most important element would be compromise.  Positive compromise and moderation is the foundation of our European institutions and how they function, as we have to deal with the interests of 27 member states.  Russia, as a federation, has to deal with the interests of it republics and Oblasts, but forms a unified, democratic state - so the foundation is different.  Both Europe and Russia are, however, committed to democracy as the foundation of both our political systems.


Is it possible to facilitate the entry in European countries for Russian students ? How?

Kevin Tait - Sure!  Faciliatation already takes place through university exchange prorgammes such as ERASMUS Mundus and national scholarship prorgamme offered by individual Member States and information can be found on our webiste and you can learn all about it!  Link.
 


What measures was taken for uninterrupted oil/gas deliveries (after the signing the Memorandum in last year)?

Kevin Tait - The EU has comprehensive and ambitious range of policies to increase energy security, including the diversification of supply routes and sources, increasing energy efficiency, the use of renewable energy sources, new technologies but alo interconnections and storage capacities, in particular in gas.



How do you see the collaboration EU-Russia in resolving ecological problems?

Kevin Tait - Our Environment Dialogue allow for frank and fruitful exachange of opinion all key areas of environemntal policy.  More than that, we even define common porjects and implement them - for example in the areas of climate change, waste water treatment, etc.


Кевин, как Вы считаете, возможно ли вообще сотрудничество России и ЕС в сфере модернизации? Не популизм ли это? По итогам последнего саммита в Ростове-на-Дону реального продвижения в этом направлении не последовало, хотя всячески говорилось об этом. Может ЕС видит в России конкурента, тем самым не способствуя возможному сближению и ЕС устраивает роль России как "сырьевого придатка Европы"?

Kevin Tait - Of course co-operation on moderinsation is possible!  :) Rostov-na-Donu just marked the first step.  As I said, we need to find out what we mean by "modernisation", as it is a big concept covering lots of ground.  The EU has visions of what it would like to do, and Russia has visions of it would like to do.  We need to find common starting points where we both believe that we can have fruitful co-operation.  The dialogue is just starting: Rome was not built in a day, as they saying goes, and one Summit will not be enough to start the Partnership for Moderinsation, so stay tuned for developments!  The EU has never liked the idea of Russia as a "resource appendage" to Europe - in fact, one of the reasons the EU has lobbied the Russian government so hard for WTO accession is because we do not think it is Russia's long term interest to focus on the export of its resources.  Of course, this will be always an important part of the economy, but it should not be the only one.  As our former Commission Mandelsson said, Russia staying out of the WTO is find if Russia wants to rely on resource exports - but the EU believes Russia can do more, especially given the highly skilled and well-educated workforce that Russia has.  WTO accession is like a commitment to develop  the backbone of all modern economies - small and medium enterprises that act as the locomotive of job creation from Vancouver to Vilnius - and we believe that this is the key to Russia's future success and we would only welcome more competition from Russia!




Кевин, как на Ваш взгляд в перспективе будут развиваться отношения России и ЕС в контексте модернизации ,имея в виду сегодняшнее отсутствие конкретики в решении поставленных задач и малореалистичные цели и предложения (вроде создания диверсифицированной зеленой экономики)?

Kevin Tait - I wouldn't be so hard against the Partnership for Modernisation - it is just starting out!  As I said before, we are in the process of jointly identfying concrete projects but, as always, it takes time to get the job done right.  It is in everybody's interest to "go green" and this is something that the EU and Russia can do together.



Добрый день, господин Тейт. На прошедшем саммите Россия-ЕС в Ростове-на-Дону был предложен проект "Партнерства для модернизации". Насколько, по вашему мнению, будет эффективным данное сотрудничество и не будет ли оно иметь лишь рамочный характер без соответствующих практических и институциональных механизмов?

Kevin Tait - Partnership for Modernisation is not meant to be a framework document but concrete co-operation in certain areas.  Of course, institutional mechanisms will form an important part of making sure the job gets done, but remember that there exists a substanial amount of contacts on the expert level between Russia and the EU - the Summits are really just a tip of the iceberg, you don't see the amount of meetings that take place both in Brussels and here at the Delegation in Moscow - it seems almost every day I bump into some group of experts that flew in from Brussels for a meeting with their Russian partners.  My own personal opinion is that, given the density of EU-Russia meeting structures - we should incorporate our common vision for Partnership for Modernisation into the existing institutional structure, which is quite substantial!

Kevin Tait - Interesting question!  President van Rompey is a very new President and is getting settled in in his new role as President of the EU.  His participation in the Rostov Summit allowed President van Rompey a chance to get to know his Russian counterpart, to get a feel for how EU-Russian relations are in practice. And fresh blood bring fresh ideas!

Kevin Tait - The events of 31 May 2010 off the coast of Gaza touched a raw nerve amongst citizens all across the European Union.  We were all saddened by the loss of life, but we need to get to the bottom of what happened and not play the "blame game".  The EU has asked for an impartial and independent investigation into this events and I believe that this sentiment finds a strong echo in most Member States.

о партнёрстве и сотрудничестве, нового соглашения так разработать так
и не удалось. Как Вы считаете будет ли подписано новое соглашение и от
чего это зависит?

Kevin Tait - Negotiations on a successor agreement to the PCA are still ongoing in Brussels.  As with everything in the EU, things take time and it is unfortunate that - do to problems within the EU itself - we were not able to sit down earlier to begin negotiations on a new agreement.  We still need to agree what kind of agreement we would like to have, as the EU and Russia still have different visions.  While Russia would like to have a "PCA Light" format comprising the main areas of co-operation in a few pages, the EU would like to go further, to make our New Agreement a real step forward from what we have accomplished in our previous PCA. Whatever the form the New Agreement ultimately takes, I have no doubt that it will be signed by both parties and ratified, although the process will certainly take time.

Kevin Tait - Well, that's not what we have in mind :) A high-tech Russia means a Russia that is ready for the future and ready to do even more business with the EU - that is the kind of mutual beneficial equal partnership that we seek to strengthen with Brussels and Moscow.



What I want to ask you about today is energy. So, what modus vivendi there will be in the Russian-EU energy relations in the aftermath of 04/20 BP catastrophe in the Gulf? I mean whether or not will the EU-Russia Partnership embark on clean energy way - just as Mr. Obama's currently trying to get Clean Energy Bill passed in the House? In case we take this route to reach for the skies, will we be collaborating efficiently? What resources do we concretely need?

Kevin Tait - First and forement, this terrible ecological disaster is responsibly of the Obama Administration and BP.  The EU may discuss reviewing and eventually reinforcing our respective legislation in our EU-Russia dialogue.

Cкажите пожалуйста, как ЕС оценивает ситуацию в Киргизии: как межэтнический конфликт или как смену авторитарного режима? Намерен ли ЕС вмешиваться в конфликт, например, вводить миротворцев, оказывать гуманитарную помощь или давать более конкретную оценку ситуации?

Kevin Tait - Let me start out by saying that the events in Osh have affected me in a very personal way as I used to live in work in that beautiful city before I took up my posting in Moscow. What we are seeing now is Osh is a real tragedy and I do not exclude that the victims from the violence are in their hundreds, if not thousands. The EU is extremely concerned about the situation in Kyrgyzstan and has already committed to send EUR 5 million in assistance to help those in need, it is too early to speak of peacekeepers as any side will need a proper international mandate. But we need to make sure that the humanitarian assistance reaches the Uzbek community that needs it the most - and we have to remember that the situation is only beginning - The crisis in Kyrgyzstan is an occasion where the EU and Russia must combine our forces to ensure that Kyrgyzstan does not transform into a failed state.
